En enig Riksbankskommitté konstaterar att kontanter fortfarande är viktiga för småföretag, föreningar och privatpersoner. De anser vidare att Riksdag och regering bör ta aktiv ställning för kontanterna.

I delbetänkandet Tryggad tillgång på kontanter som överlämnades till finansmarknadsminister Per Bolund (MP) igår står det att de banker som erbjuder betalkonton och har en inlåning från allmänheten på över 70 miljarder kronor ska vara skyldiga att tillhandahålla kontantuttag och dagskassehantering i hela landet.

Förslagen presenterades på DN Debatt (11/6) och kritik riktas mot storbankerna:
Kontanterna kan inte tillåtas avvecklas av privata aktörer innan ett sådant ställningstagande görs. Därför föreslår en enig Riksbankskommitté att de stora bankerna ska ges ett ansvar att säkerställa rimlig tillgång till tjänsterna kontantuttag och dagskassehantering i hela Sverige.

Storleksgränsen innebär att endast banker med nationell täckning och som är systemviktiga för kontantkedjan omfattas av de föreslagna kraven, enligt författarna.
Det ska vara en ?rimlig tillgång och det innebär att runt 99 av 100 svenskar ska ha högst 25 kilometer till närmaste plats för såväl kontantuttag som dagskassehantering.

Hur det ska ske står det bankerna fritt att själva avgöra men öppettider och priser för tjänsterna måste vara rimliga.

Kommittén riktade vidare kritik mot bankerna och säger att ?det inte är rimligt? för bankerna att frånsäga sig ansvaret att hantera kontanter, särskilt mot bakgrund av att det är ett lagligt betalningsmedel.

Uppfyller de berörda bankerna inte kraven kan de få ?ekonomiskt kännbara sanktioner?.
Frågan om det kontantfria samhället undersöktes av det granskande Samhällsmagasinet i dokumentären. Kriget mot kontanterna som publicerades i våras:

Tidigare okända dokument som Ekot tagit del av avslöjar två uppseendeväckande affärer som det utskällda PPM-bolaget Allra gjort.

Affärerna genomfördes under åren då bolaget hette Svensk Fondservice och ska ha resulterat i att företaget betalade så mycket som 40 procent i överpris för finansiella tjänster. Affärer som i slutändan drabbat kunderna.

Per Strömberg, professor i finansiell ekonomi, tror att det antingen handlar om ”ett väldigt klantigt, tjänstefel eller någon typ av skumraskaffär”, säger han till Ekot.

”Den omedelbara känslan är att svenska pensionssparare blivit blåsta på 150 miljoner kronor”, säger han.

Affärerna, som nu avslöjas av Ekot, ska ha omfattat värdepapper för 430 miljoner kronor från ett annat bolag. Samtidigt gick 40 procent, 170 miljoner kronor, till bolaget Oak Capital som agerade mellanhand.

Oak Capital ska i sin tur ha personliga kopplingar till Allra då tidigare toppchefer och vd i dag har höga positioner i Allra. Under året för affärerna ska dessutom 160 miljoner kronor ha betalats ut till ägarna, uppger Ekot.

Allras vd Alexander Ernstberger säger sig inte ha någon anledning att ifrågasätta transaktionerna som han menar blev en ”bra investering” för pensionsspararna som han påstår fått tillbaka 130 kronor för varje hundralapp.

”Jag har inte den kunskapen, utan jag litar på att mina medarbetare, förvaltarna där inkluderade, gör ett bra jobb och en bra research till de investeringar som de gör.”
